Roger Harris of Padgett Business Services® Franchise Discusses Tax Collection and Examination Compliance on IRS Live Web-Cast

Roger Harris, President and COO of Padgett Business Services, recently participated in a panel of tax experts in the September web-cast of Tax Talk Today. The IRS offers Tax Talk Today as a free, live, monthly interactive web-cast to educate tax professionals with contemporary and complex issues.

Harris was chosen to participate in this panel because of his expert knowledge and extensive experience in accounting and small business issues. Acting on behalf of both Padgett Business Services and associations of tax practitioners, Harris has testified several times on IRS and small business issues to both the Senate and House Small Business Committees and the House Ways and Means Committee.

Harris was also appointed to the Internal Revenue Service Advisory Council that provides a public forum for raising, studying and making recommendations on tax administration issues, as well as IRS restructuring and modernization.

The title of the September 12 show was "Collection and Examination Compliance Update." The panelists discussed developments in the IRS Collection Program and the latest payment options.

Harris discussed the importance of engaging taxpayers early in the process and the efforts that are being made to create an even playing field between taxpayers and the IRS. Harris specifically mentioned the recent changes in the Offer in Compromise Program.

"I think what we have to look at is this offer program was intended to give taxpayers the opportunity to come back into the tax system by settling some past-due taxes and agreeing to stay compliant on a go-forward basis," said Harris. "What we're trying to hopefully find is an Offer in Compromise Program that works both for the taxpayers and for the Service at both levels, and hopefully we are getting closer."

The panel also discussed issues including the tax gap and the national research program, NRP, and how these issues affect the examination program.
